Just want to ask if bio media such as ceramic rings can be put inside the aquarium or just inside the filter?

Nitrifying bacteria will grow on any surface in the tank. Sand provides a lot of surface area and helps extend the natural bio filter.
Bio rings can be used anywhere - a bit unsightly inside the tank. They do work more effectively in the filter due to the increased flow rate - more ammonia passes through the media when it's in the filter.

Also anything that can fit in a turtles mouth probably will be in their mouth at some point. Also depending on the material they can easily be destroyed. Like Veipa mentioned they just work better in the filter.
