try craigslist for a tank stand they are pretty reasonable or try getting a good solid table at goodwill or something. I found my 75 gallon tank and stand on craigslist the guy was selling it for 100 but i didnt have the money so traded him a mini fridge for it.

awww he is tiny and cute :) looks about the same size as my turtles.
I think the water level is fine for the time being. I mean, he used to live in that teeny tiny container thing with like no water. The lowish level the water is at now gives him time to get used to the incredible change. I'd gradually increase the water level as he gets more and more used to it. I know mine couldn't handle being in more than 2 inches of water for months.

thats a good start, but dont base your turtle care off a zilla picture. There are so many things wrong with that picture, for one there is gravel in the "ideal zilla tank" picture wich obviously is a huge health risk especially for such a small turt, its been said here before, it seems like most companies that design turtle specific products are completely clueless when it comes to proper turtle care

Looks like a pretty decent setup for now! :) it takes quite a bit of time and money to get it where it needs to be, but it looks good :)
