I have witness many times of these two little turtles trying to reach out for another one and trying to touch the other's face while on the bottom of the tank. Are they in love?

Are their claws also vibrating? It's usually a warning to each other.

That's funny, puppy loving. The one is telling the other to "back off, this is my territory and you aren't welcome". If it happens often, you will need to separate the turtles. Eventually it will lead to real agression and one of the turtles will most likely get hurt.
