I saw one of my turtles bitting the other one's tail, now it has a big black thing hanging from it's cloaca and bleeding, I' ve already seperated them, but he is not looking too good. Can anyone advise me, on whats going on?

It sounds like his penis was bitten. Can he retract it? It's good you have it separated, I would look into permanently separating them-- once violence starts it usually only escalates.
Has the bleeding stopped and clotted? If so, clean it and put some antibiotic cream on any external cuts. The penis may be too swollen from trauma to retract. In the morning I'd start calling around for herp vets, he may need medical attention.

Is the black thing still hanging out? It sounds like he (if he is a male) was fanning or had a penile prolapse and the other one bit him there. If so, this could be a serious injury, and will require the attention of a Vet.
Keep them separated and keep the injured one in very clean water until you can get him checked out.

Yes, bleeding has stopped, but it hasn't retracted much.

By ripped do you mean cut badly or more like shredded? I'm having trouble figuring out how it's "ripped up" but not bleeding anymore. Can you post a picture?
The black thing is the penis, and if it's ripped severely, it cannot go back into the vent, so you'll need to get veterinary attention.

I think the ideal thing to do is keep him safe and warm for the night and see a qualified herp vet in the AM.
