First, why are you using the Dr. Turtle block? Sulfa blocks are only needed when your turtle is ill, although the box recommends to use it anytime. If you use them constantly, the tank can become resistant to the needs of the sulfa block.
Next, turtles always eat those things, making them even more useless/nasty. If you do need to use one, I'd recommend letting it dissolve in some water outside the tank and then adding that water to the tank.
Lastly, no, it's not particularly safe. Watch your turtle for ill effects. Normally, it's either the turtle will throw up or have nasty poo for a bit. Since it was a small piece, your turtle may not show signs. But in the future, don't put it in there or she'll eat it.
