Urgent Care :: Bubbles isn't eating!

Bubbles isn't eating and she has white stuff on her shell. I'll post a picture of her shell out of the water. I am really worried about her, she just "sits" on the bottom of her tank and doesn't bask or eat. She even sleeps during the day sometimes! I'm really worried she might be sick and may die...

Here is all of Bubbles' information:
Bubbles is 4.5 inches
Had her for a month, although she is 2 years old

Water temp is cool-warm
I didn't use a thermometer
Not using a water heater, just putting hot water in her tank when it gets cold. Plan to buy a heater very soon
There is 11.1 gallons of water in the tank
Not using water conditioner
Using ExoTerra ReptiClear f350 filter

Basking temperature is room temperature (don't have a thermometer)
Use a ExoTerra ReptiGlo 5.0 UVB lamp for basking and a regular bulb for heat
Using a bridge for basking. She goes on it a lot
Bought the bridge at Rick's Aquarium

She eats Wardley Reptile Sticks and shrimp sometimes. She gets fed every 2nd day
Last time I seen her eat was 3 days ago

She's in a 18.6 gallon clear-blue bin
Tank is not near a window
Tank is in my room (low to medium activity)

You'll have to email or find another way to upload images. You really need a thermometer to check water temperatures, they only cost $2 at a pet store. Have you tried any live foods?
