Urgent Care :: Turtles scutes fell off too early and are damaged

I have a painted turtle that is about 4 inches in size, ever since I found him, the problems have been slowly progressing, a small chip in the side of his shell and one scute on the rope of his shell has fallen off way too early. He has also has become a lot more dull in colours since I brought him inside for winter. Please help, with the scutes grow back, and what can I do to help the healing process?
