My cousins never returned a wild painted turtle hatchling that their father brought. I've looked at it recently, and it looked kind of in bad shape, I read that hatchlings do have a softer that will harden, but this one seems really weak, and doesn't want to move or eat much. Just wondering if it has, and if it does, how to treat it.

How big is your turtle? 1.5 in
How long have you had it? I think they have had it for 1 month.
What is the water temperature? 69-71 F, in her bowl, in our tank where she is currently=75-77 F
Did you use a thermometer? Yes
Are you using a water heater? No, they arent, currently their turtle is in our tank, which does have one
How much water is in there? Her bowl has less than 1 G, where she is now, probably 36 g
Are you using a water conditioner? No
Are you using any filtration? Their bowl no.
What is the basking temperature? In her bowl, 73 F, where she is now, our tank, 80 F
Is there a basking light? Not in her bowl, a regular bulb where she is.
Is there a basking platform that is easy to climb on? Yes
What kind is it or what is it made out of? Natural rocks
Is there a UVB light? No
What have you been trying to feed it? They, romaine lettuce and other unknown vegies. We fed her cooked chicken.
When was the last time your turtle ate? The middle of today
How big is the tank/pond/enclosure? Her bowl is 12 in diameter, 5 in tall
Is the tank near a window? Unknown for her bowl, our tank no
Is the tank in a room with a lot of activity? Yes
Have you read the Basic Care section? I have, they no.
Have you searched the forums for similar situations? Now yet
Is there any other unusual activity/symptoms? I think she has swollen eyes, she barely opens them.

I'm not sure what the exact problem is, though it's not kept in a good environment and it's health will decline. I'm not sure what else they would've expected.
