Urgent Care :: Neglected Turtle needs help

So for reference this is my sisters turtle, (we had two initially one passed.) over the last couple years however she has continuously been neglecting the turtle worse and worse as certain medical conditions that she has have been progressing as well. I’ve recently decided to start helping out with the turtle more and we all believe he is sick and had an injured back right leg. I found conditioner under his tank this morning while cleaning and began using that, he’s roughly 5-6 in. diameter and around 5-7 years old. In 15 gallons of water currently with a rough basking situation (since injury the filter/basking dock combo is to large for him to climb up) water temperature seems to be about room temp (fluctuates 60-80 degrees year round.) my cousin who knows more about them than me suggested possible shell rot. wondering if anyone would have any better ideas as to how i could improve his conditions, and enviornment. Parents have forbid me from taking him to any sort of vet (they don’t want anyone to waste money on him) might ignore and go anyways but any help in general would be appreciated.



Not posting to hear how we’re bad people or anything like that. Just need help figuring out what the best things i can do to help are.
