It sounds like your temps are way too high. Is the air temperature 92 degrees or is that the temp directly under the basking lights? I air temp in the rest of the enclosure should be in the 70's to 80's. The temp directly under the basking light should be between 88 to 90degrees. The water temp should be in the mid 70's while low 80's in the summer is tolerable. Why do you have two 75 watt basking lights? That seems like too much and my guess is it is far too hot for the turtle to bask under. Also a turtle will only think about hibernating once the temps drop into the 50's or 40's. I think he is desperately trying to get out of the heat. :(

I will, you i was just thinking we keep the house at 65 at night i wonder if that has something to do with it. I think i will look in to a heater to heat the tank at night. I have been just using the heat lamps to heat the tank.
