Hi! can you answer this questions? Also, you might want to post a picture to better help identify the problem. Are there any vets nearby your area? Call the clinic if there's any and ask for assistance.

How big is your turtle?
How long have you had it?

What is the water temperature?
Did you use a thermometer?
Are you using a water heater?
How much water is in there?
Are you using a water conditioner?
Are you using any filtration?

What is the basking temperature?
Is there a basking light?
Is there a basking platform that is easy to climb on?
What kind is it or what is it made out of?
Is there a UVB light?

What have you been trying to feed it?
When was the last time your turtle ate?

How big is the tank/pond/enclosure?
Is the tank near a window?
Is the tank in a room with a lot of activity?

Have you read the Basic Care section?
Have you searched the forums for similar situations?

Is there any other unusual activity/symptoms?

If you have a question about a skin or shell condition, please try provide pictures of the area when it is dry.

Are you only seeing it after he goes into water after basking for several hours? That might just some dried mucus.

The shell and skin shedding maybe normal.

Is he active and eating? The cloudy eyes can be an infection, some chemical in the water, or a vitamin A deficiency from now having enough UVB.
Get a UVB bulb or move him someplace where he can get sunlight.

What type of filtration do you have on the tank? How often do you do a water change? Large turtle in a smallish tank combined with a underpowered filter you may need to increase the frequency of your water changes.

Dry docking is when you remove a turtle from water and keep them in something warm and dry, to treat some sort of illness or injury. If your turtle is lethargic and not moving off the basking platform for most of the day, it's something to consider but dry docking only helps certain illnesses. Without pictures, it's hard to say what the mucus/cloudy eyes may be though.
