I think my turtle might be sick, I've noticed for the past 2 days he has been swimming around with his eyes closed. He does open them ocassonially but most of the time has them closed.. They do seem extremely puffy. He does open them to eat so I don't know what could be wrong with him.. Does anybody have any ideas? :(

Hi, I merged your topics. Can you answer these:

How big is your turtle?
How long have you had it?
Are you using a water conditioner?
Are you using any filtration?
Is there a UVB light?
What have you been trying to feed it?
When was the last time your turtle ate?
How big is the tank/pond/enclosure?
Is the tank near a window?

I've had him and another turtle for about 2 months now
Yes I use water conditioner every time I clean the tank
I have a basic filter set up
I have a uvb light and a heat lamp
Yes they have ate 2 times today ( dried shrimp )
They are in a 10 gallon tank and no it is not near a window

IS the UVB light new or very close to them? I'd shut it off for a couple of days. You can try some cod-liver oil or turtle eye drops and see if there is an improvement.

*Edit - the 100 is a bit powerful... how far away do you keep it?

It's about 3 weeks old. I purchesed eye drops and have been using them the past two days on him. He doesn't get up to bask at all lately.. He kind of hides.

That should be enough. I'd leave it off for a little. Is he kept with the other turtle? Any symptoms with that one?

From the pic you sent, the seams around the scutes are pretty large. You'd probably need to cut back on the pellets/protein significantly.
