It does sound like it could be stomatitis (mouth rot). He should be separated from the others until you can get him to a herp vet to be tested and receive treatment. Mouth rot is a secondary infection that usually occurs as part of a wider systemic infection. Antibiotics are needed to treat the infection in addition to treating the mouth lesions. Don't delay---if he can't eat, he'll grow weaker and be less able to fight the infection.
