Can you provide some specifics about what you plan to buy regading the tank size, volume etc.. This would help a lot in making some intelligent suggestions.. Basically turtles need two types of light:UVA and UVB. Most aquarium or reptile florescents have UVA. For instance, I have a 75 gallon 48" tank so I have two 48" UVA 33% bulbs over the whole tank. In addition I have one 24" 8% UVB (Reptisun) bulb over the basking area. Thats pretty much the ideal setup. Turts also need a heat source but most people simply use a household incandescent bulb in a fixture for that.
My advice, if you want to save $$$, is go to home depot buy a double bulb florescent ballast the length of the tank your gonna buy, and then buy two florescents. One with UVA and one with UVB.
