In Texas it's cold one day, and hot the next, so I shouldn't have trouble taking them out in warm weather at least one day a week. and the lights are on the hood of the aquarium, so they can't be too far away from anything in the tank.

A clamp lamp from a place like Home Depot isn't that expensive if you're still looking for one.

The new 40 watt bulb is heating the basking rock to about 88 degrees, so that is good. I also got a water heater from Wal-Mart, because the ones at Petsmart were 30 and up. I didn't really want to pay that, when they had a good one for 20 at Wal-Mart. It was even rated for 30 gallon tanks. We'll see how good it works tonight. It hasn't come on yet, but the water is still reading 79, and I just turned the light off. It's been on for 12 hours now. Anyways, thanks for the help guys!
