Well the inlet side is feeding the pump thru the drain and seems ok it's the pump and outlet that might have small leak I think
So the pump has water against it to put it another way
Problem is I see no leaks

Any air seeping into might cause it. What happens if you turn it off for a few minutes and let it settle?

I've been doing that and it runs quiet for awhile and then it does the same thing...it's funny every time I upgrade the turtle tank I go through this...I replumed the whole thing...I'll have to figure it out
