The UVB should be over the basking area. I think you're ready for a canister. The natural light looks pretty nice against the sand, but you might get algae problems. Also with the bright light, if there is a large shadow passing through, it might spook the turtle a bit.

1 DBT White Concentric Female/ Lucky
1 DBT Male/ Spots
(Housed in the same tank)

Oh... like a canister filter? The out of tank ones? Gosh, those are expensive... I might build my own

I'm not a big fan of diy filters. Considering how cheap canister filters are vs building one. Functionality is another consideration.
