Habitat - Indoor :: Tank cleaning

What is the best way to clean a tank without totally emptying the tank, removing the turtles, taking everything out and putting it all back?

I know the time depends on filter quality, etc., but should I just use a vaccuum to clean it out and then refill? Then maybe do that a couple of times to get everything out?
