In my lab, to sterilize fly embryos, we dilute bleach something like 1:10 and the embryos are still healthy so I can also attest that it's probably safe. But like Steve, I wouldn't use it (personal preference). Isn't the zoomed dock the floating dock most people have? It seems solid enough to survive a good scrubbing with a toothbrush. As for preventing algae growth, you might be able to minimize it by keeping the tank free of debris and excess food as much as possible.
