I think it is normal. My turtle does that most of the time when he basks.

Man, too bad my fish are too young for sexing.

It's fine that your turtle is basking at way, as long as he has the opportunity to get completely dry. My guess is that it's his way of regulating body temp, so he doesn't get to warm. I don't know that for fact though.
