Not being a herp vet and not having direct experience with the condition, I really don't know and wouldn't want to guess. Here's a link to some info about it that might be good to look at:

If you feel the vet you're taking your turtle to is doing a good job, I'd contact him/her and express my concerns about the need for further treatment. I don't know where you are, but if you want to try another vet for a second opinion, have you tried to find one from the links in the sticky on locating a herp vet? Let us know how your turtle progresses.
