I think it's a vinyl coating. I did notice those tips too, where did you get those? I wonder if you could use something like plastidip if you couldn't find a matching color.

I used to race electric cars. All they are is a little piece of rubber that went on top of the antenna. I need some more black ones for my new lid.Or tan if i can find them? (Housed in the same tank)

I thought those tips looked familiar. I used to bash nitro RCs, I especially enjoyed building the kits.

Yes that was back in the day. I raced an RC 10.
