What is the smallest species of turtle that I can keep? I want to get two of them to put in a ten or twenty gallon tank.

Size should not be the only consideration (although is certainly one). Some species require quite a bit more care than others.

I'm not sure you'll find any that'll be able to live in a 20gal permanently

If you want to do something like that. Just make it a fish aquarium.

have you thought of getting something other than a turtle? In a 20 gallon tank you could keep 2 firebelly toads, or 2 leopard geckos or a small species of snake. Then, of course, there's hamsters, gerbils, mice, fish, newts, anoles, salamanders, hermit crabs...
