Habitat - Indoor :: RES stays in the water all the time!

My RES never comes out of the water. He will not climb onto his basking area. Why could this be?? Could his basking light be to warm?? Could he be scared???

if he's new to the environment, chances are he's just scared. My friends RES was handled too much and even after months in the tank, he won't bask when anyone's around. Zthe basking temp should be about (90 F) 10 degrees warmer than the water. If he's scared to bask, chancs are he's doing it when you're not around.
