Habitat - Indoor :: Building a light

So after building some confidence with having to replace the ballast on my other tanks light, I started wondering how hard would it be to build a florescent lighting system for half the tank where the turts bask etc. Just wondering if anyone here has done that and could throw some advice my way.

I figure it will take a few hours to make, and a few more to make it look pretty. But everything I am reading up on points to it being fairly straight forward, the ballast has the wiring diagram on it to boot!

I don't think it's been done here. It's probably not hard, and you can easily cannibalize parts instead of buying new. I don't trust myself to do electrical work,
