Should the turtles have room in which they can stand on or should they be fully submerged in water like a fish tank?

My tank is quite small and it has two turtles and I've only been filling it with about less than .25 L. Should I fill it up more?

Your turtles should have 10 gallons per inch of shell. That is straight length measurement, not the curve. Fill it up! Just be sure not to fill it so full that the turts can escape over the edge. What kind of basking area do you have for them?

Since RES are aquatic turtles they LOVE swimming.. so fill it up without the possibility of escape because they are also great climbers.

They need basking areas to dry off completely and absorb UV from a UVB light. if not, you are looking at potential shell/bone problems and it sounds like it from your other post.
