i would like to add a chlorine remover/water conditioner and a little aquarium salt

I'd also add that a regular lightbulb will work fine for a basking lamp (money should go into the UVB light) and rather than a 10-gallon tank, a 20-gallon would be better. Also, I don't think a ceramic heat emitter is a basic need for a baby RES. :)
