Filters that people buy for their turtles are really made for fish, so just about any filter you buy was made with the intention of going on/into a fish tank.
Since turtles are much messier than fish, to be effective, a filter should be rated for about 3X the size of the tank the turtle is in. Since your tank is 10 gallons and the filter is for a 20-40 gallon tank, this should be OK. Clean it well and try it (make sure the current isn't to strong for your turtle, though. If it doesn't seem to be keeping the tank clean enough, you can get another if necessary. What kind of filter is it?
