For skeeter control, you could use Guppies or Rosie Red fish but I'm sure they would get eaten by the turles (my Koi LOVE those tasty tidbits of fish).
Pond Comets or even Feeder Goldfish will also eat large amounts of skeeters and their larvae.

Minnows will probably eat the mosquito larvae and you should make sure the water surface is agitated, a mosquito will lay her eggs in calm, standing water.

thanks for the help. i just made my husband read the post and hewill now think about it! i believe i will get my pond! i will keep updates as it is built. i have been reading and looking at the pics of others and have some cool ideas. a little from this pond and a little of that pond and i can make my pond. thanks all.
