I bought these UVB lights when I bought heaters this month and when I read it it said:

2nd line:High UVB output

5th line:Stimulates appetite, activity and repoductive behaviour through UVA radiation

And on a warning lable it says it has Mercury

Does this mean its a MVB?

It's not an MVB. It's a compact fluorescent. It's a decent bulb.

MVB's start at 100 watts. They burn hot so you don't also need a heat bulb when you use an MVB. The compact fluorescents (like the one you got) burn cool, so you need to supplement them with heat bulbs (regular household incandescent bulbs) in a two bulb setup.

Lighting is about the most confusing part of a turtle setup.

Compact fluorescent bulbs, even the regular "energy saving" bulbs that we buy for household use, do contain mercury. One of the big environmental issues these days is how to dispose of burnt out compact fluorescent bulbs because of the mercury.
