Cloudiness doesn't always occur and I don't recall ever having to deal with it.

I've never seen the water turn cloudy either. Different types of biomedia made no difference. When I've tested the water, though, I have seen differences in nitrite and nitrate levels as the tank went through the cycle.

It might have to do with the different strains of bacteria that first develop in the water. If one gets a foothold over the other the results will be different.
