Since UVB rays might be harmful, no regular bulbs emit it. In fact, most windows and bulbs are treated to prevent transmission. Your turtle also needs a specific range on the UVB spectrum, so only use a bulb made for reptiles.
The only way to be certain is to have a UVB meter, like a SolorMeter 6.2 but they cost about $200 new. If you want to have a UVB bulb tested, I heard that there will be people @ reptile shows who might test it for you. It only takes a couple of seconds to measure.
