One thing a vet recommended to me many yrs ago when Sheba got a sprained arm was to keep her in the water; floating in the water helps a broken bone in this case. Don't allow them to put any weight on it or try to use the limb to climb up on a basking dock. That will mean the turtle will most likely need to be in (extremely clean) water for a couple of weeks.
There is no way to put a cast on the broken/sprained limb, unfortunately.
