Habitat - Indoor :: Stinky cloudy water

I have a "System For aquariums up to 50 gallons H.O.T. Magnum 250 package, BIO-Wheel PRO 30 Wet/Dry Biological Filter, Power Kleen Gravel Washer. Certified Flow: 250 GPH "

I did not install the BIO-Wheel PRO 30 Wet/Dry Biological Filter part but I did install the actual Magnum and the water is stinky and cloudy after a week. I changed the water and it never cleared up and got stinky again after a few days.

Does anyone own this equiptment?

I don't, but search for "cloudy" and "cycle". Its normal but the bio filter part should help it a great deal.
