Revised info on page 2 with new pictures of white stuff on shell

How big is your turtle ~4
How long have you had it 2 days

What is the water temperature ~75
Did you use a thermometer yes
Are you using a water heater yes but its not pluged in at the moment
How much water is in there 3/4 tank
Are you using a water conditioner: No
Are you using any filtration Yes a power head (yes I need to upgrade, I change the water every otherday

What is the basking temperature not sure
Is there a basking light yes
Is there a basking platform that is easy to climb on the turtle dock
Is there a UVB light no

What have you been trying to feed it pellets and romaine lettuce
When was the last time your turtle ate yesterday

How big is the tank/pond/enclosure 10 gal (getting a new one ASAP!)
Is the tank near a window yes
Is the tank in a room with a lot of activity yes

Have you read the Basic Care section i've been reading it for the last 4 days
Have you searched the forums for similar situations yes, but i would really like pictures to conferm

Is there any other unusual activity/symptoms
his shell seems to be "peeling"

It looks like your turtle is getting ready to shed scutes.

S/he needs a UVB light (or some unfiltered sunlight).

Yeah, one of my turtles, Typhoon, did that funky color change too, right before she started to shed. Her scutes are finally starting to peel a little bit, which is making me no longer concerned that she looks so different from other shedding pictures I've seen.
Spike - Egyptian mau mix, 8 years old
Phryne - Japanese bobtail, 9 months old
Hurricane - RES, 8 yo, 6 1/2 in. long
Typhoon - RES/Map hybrid, 8 yo, 7 in. long
Sadie - RES, 20 yo, 10 in. long
Sophie - Colombian red tail boa, 5 yo, 5 ft. long

yeah, i took him out in the sun for an hour today (he started to climb out of his playpen, so i took him back in the house)
and i can see that one of the scutes fell off and are at the bottom of the tank

I've also got another quick question, i will be going on vacation for 5 days, do you think it will be ok if i just throw in like 5 rosy minnows and then he can help himself or should i still get a friend to feed him some pellets every other day

That turtle appears pretty young, so, you really don't have to feed him/her every other day. It's all right, but, they can be fed every day, just so you know ;)

The other option you could try is an automatic feeder, that will dispense a certain amount of pellets every day. Some people have issues with how many pellets get dispensed, and don't like how inaccurate some automatic feeders are. I've had situations though, where my family members, or friends, have asked people they know to take care of their pets, and the friend accidentally or intentionally kills the pet.

I think an automatic feeder may be in your future.

I like the rosy minnow idea a lot. I'd just be a little worried your turtle might try to, or succeed in eating them all in one day.

That one spot looks like fungus/yeast. Your turtle looks good overall, however I recommend 2 things: Put some effort into upgrading the tank, making sure the turtle can bask uninterrupted. Once this is complete, try to treat that spot since fungus in very aggressive and will spread. Basking and shedding is the best preventive measure for this type of fungus.

last night i went and got him some cuttle bone, and a UVB light
i think he likes the cuttle bone, he was eating it all night

tonight i will probably go to walmart and get the biggest storage bin i can find

Silver sulfadiazine cream usually works best, but that requires a prescription.

i got a 200L rubbermaid tub last night with a Emperor Bio-Wheel filter 400 series,

I don't see any fungal infection, just a carapace that needs to shed. He should look very nice when that top layer of scutes somes off. The set-up needs to be upgraded.

i put my turtle in his new tank setup and he dose not seem to be eating pellets,
is he stressed or somthing?

its been almost a week since i put him in his new set up and he is still not eating and not basking, i even got him some rosy minnows and hes not even trying to catch them, before when i had him in a small 10 gallon tank by the window, he would always bask and eat, know hes not doing any of that, just swimming around.
and I'm leaving for vacation for a few days, i don't want to come back to a dead turtle
HELP!
i'm kinda tempted to put him back into the 10 gallon tank, but i know it will be very stressful for him

Not sure if this has been resolved, but you what is the basking temperature? Can you get it around 95F ? Have you tried the entice feeding list options?
