So I am in discussion with a guy who is selling his 75 gallon tank and stand along with a Rena XP4 filter. He used it for Salt water but if I purchase the setup from him what would I need to do to get both the tank and filter ready to be used safely for a turtle?

Just a standard thorough cleaning is fine. I also always recommend replacing all the filter media with new stuff (unless you have some bio media you can transfer).

Have you inspected the filter? Salt water is pretty tough on most equipment.
