I was just wondering if i need any kind of solution for the water? I have a filter...but do i need to add anything to the water to get rid of chemicals???
A good water conditioner is good. Think about the kinds of things that are added to your water to make it safe for drinking. I know here that chlorine is one of the bigger ones.
Is your water tap water that's been treated? If so, a dechorinator that gets rid of both chlorine and chloramines would be good to use. (Read the information on the bottle before purchasing to see what the product does.)

I have a filter and I use a dechlorinator, yet the tank still seems to get cloudy. I recently emptied the tank to clean it out but is there anything I can do to keep it clean?

2 dogs (1 Husky, 1 Beagle)

It will get cloudy without chlorine. Chlorine won't neccesarily hurt them, it's more a personal preference. Sometimes chlorine is good in keeping your tank clear and free of harmful bacteria. I may get a lot of arguements but I've heard it's personal preference.
But I use conditioner.
