What is the temp of the water and the dock? The water should be 75-78 degrees, and the basking area should be 10 degrees higher than the water... what kind of dock are you using? is it a zoo med that is suctioned to the side? How long have you had the turts? It may take a couple weeks for them to get used to their surroundings.. you say they "still wont" go up there, kind of implying you just got them... a lot of turts dont like to be watched while theyre basking, so they might be doing it when your not looking.

do you have a basking light?? as well as a uv light? Whats the temperature of the dock??? To find this put a rock that is about as tall as your turtle and the thermomeater on top of that, check temps there..

The water temp is too high, try dropping it down to 75ish. The basking temp needs to be at least 10 degrees higher than the water temperature to encourage basking, so it needs to be between 85 and 90ish.

Is it possible they are basking when you aren't looking? I know mine get shy when I am near, but they bask regularly.

It needs to be VERY EASY to climb on, at least 10-15F warmer than the water and give them some privacy.

It could make it more slippery, especially if the ramp's surface doesn't have much traction on it to begin with. If you think it's affecting their ability to climb, clean it.
