Welcome to the site. :) Filters that people buy for their turtles are really made for fish, so just about any filter you buy was made with the intention of going on/into a fish tank.

Since turtles are much messier than fish, to be effective, a filter should be rated for about 3X the size of the tank the turtle is in. Since your tank is 10 gallons and the filter is for a 20-40 gallon tank, this should be OK. Clean it well and try it (make sure the current isn't to strong for your turtle, though. If it doesn't seem to be keeping the tank clean enough, you can get another if necessary. What kind of filter is it?

It's an Aqua-Tech 20-40 Power Filter, the sales person told me i needed a different one, she was prolly just trying to jip me or somthing, and yah, i read a comment about current so i have a brick that the filter splashes onto so it defuses the current. I'm thinking bout getting a larger tank, with the waterheater, filter, and UVB light it just looks realley cluttered and cramped :S
