I think the main issue with any off the shelf lamp is that the maximum rating is usually 60 watts. A bulb like that should be fine if it can warm up the basking area a bit. And those lamps are good for UVB lights.

I clamp both my lamps and like to think it's safe. There's no reason for them to fall off unless you run into it, though. As for the betta, my brother would freak. He has one and is a member of a betta forum and they need a 1.5g tank, filter, heater etc since little bowls are deathtraps, and even worse are sticking them in a vase under a plant. I don't know much about it but he's always telling me information.

Fantastic turtle set up but the poor little betta, please get it a tank and heater. I know a few people who have lost them through putting them in little bowls.

I have my lamps clamped to the side of the tank like yours and haven't run into any trouble. If you're concerned, just grab a chunk of wood to place between the glass and the clamp, that'll give it a little more to grab onto.

I have the same filter as you, i think its kinda loud if you put that filter too high up, my recommendation is to lower the filter into the water a bit more, or try to raise the water level a bit more, or both; unless you're fine with the noise, if the water level is an inch under the output of the water, it makes almost no noise.
