To get them eating plant matter, try getting the scent of something they like on it. Soaking dandelions or red leaf lettuce in the water from canned tuna. Or mashing bits of sardines in with moistened pellets, reshaping them, letting them dry and then giving them to your turtles. Gradually reduce the amount of the smelly food until they're eating the food you want them to by themselves.
