I've never seen a female laying eggs that tried to burrow head first. Typically, a female finds a spot that she likes and digs the nest with her hind feet, and after laying the eggs, covers and camoflages the nest--all with the hind feet.

I don't know why your turtle is doing this. All I can really think of offhand is that the temperature outside is too hot, too cold or for some reason your turtle is trying to hide from something (I'd ask about the vegetation, but your pictures speak for themselves). Is there a place in the pond like a cave where your turtle can go to for privacy?

Is there a zoo or similar place for animals having turtles that you could ask about this behavior?

It looks like a girls tail from what I "could" see . . .maybe she was just getting the hole ready. Is there a male she could mate with?

I'm no expert about turtles, but I have heard about them wanting to hibernate. Maybe she thinks it's too cold where she is, and she's trying to hibernate. It's just a suggestion.
