i would say 5 inches

He's five inches and you say he has 25 gallons of water? Rule of thumb is 10 gallons per inch. Make sure you have an accurate measure. Straight length from one end of the shell to the other. No curve. If he is really five inches, then you need at least 50 gallons of swimming room.

would i be better off get a hatchling

Not really...a hatchling is going to grow to be that size anyway...What you should do is remove the divider that you have in your tank and provide full swimming space.
