The scutes (individual plates on the shell) shouldn't be raised like that. And the marginal scutes (the ones around the shell) shouldn't be curling up like that, (but you said your turtle always had this?) Has your turtle ever shed scutes?
What do you mean by "little scaly things on the paws?"
