He's very handsome! :-)
However, if your tank is 28-29C thats a bit too warm, ideally hatchlings should be in 25-26C water (about 78F). With your water that warm, its hard to entice them to leave to bask, and it speeds up their cold blooded metabolism.

Our vet said that about 85F is good for little turtles because it helps them fight off RI and other infections
I have 5 RES, 2 ASN, and 1 DBT

Precious little turtle. So tiny.

This site recommends the higher temp for turtles that are already ill, but not for turtles that are healthy. Like meg said, it will be hard to get them to bask with water temp that high and it's vital that they bask. Also, your turtle is probably shedding skin like crazy with the high temp. At 80 degrees or a little less, he'll probably still shed but not so much.

also he is become very aggresive over the past few days ! starts chasing fingers and trying to bite it thro' the glass! he even mistakes the finger for food and jumps out of the water to bite it !

he is basking for 4-5 hrs a day ! like about 45mins a stretch ! he likes to swim a lot and likes jumping into the water ! he gets up on the drift wood frm one side and does a dive from the opposite ! he even sleeps under water !
