Maybe you can offer a plastron picture (belly), I know there are other specie's that look identical to RES but they are not, columbian and venezulan slider's look a lot alike IMO. But if you got it at a pet store for a cheap price, then it's most probably a RES.

The shell however look's like kind of funky..has it alway's been like that? It doesnt look normal.

Does anyone know if some RES dont have as much as those little black spot's/ring's on their plastron's? Mine and everyone else's do, but ginger's turtle only has like 5 of those ring's and they are all up in the upper plastron area.

Could it be another specie's of slider, or just something that she was born with?

It varies between RES and it's good for identification since each one is different.

The top view is exactly like a red eared slider so I'd say yes it is. The bottom doesn't have nearly as many black spots as most, but it does have some, so that shouldn't rule out it being a red eared slider.

I don't think she's strange. Just like with people and other creatures, every RES is unique. They have different facial expressions, shell colors and patterns and personalities. Yours just happens to have a mostly yellow plastron without a lot of spots!

It's hard to say whether she looks healthy from the photos because the photo color is pretty dark and it looks like they were taken when the shell was wet. If you could lighten up the color, maybe take the pictures in natural sunlight, and take them when the shell is dry, we could probably tell more.

One thing I can see is that it doesn't look like there's any pyramiding - which is a good thing.
