One light should be OK. If you use a tube flourescent like a Reptisun 5.0, in a hood, make sure there's no barrier between the bulb and your turtles (like plastic, plexiglass); if there is, take it out. Also try to get as much of the tube over the basking area as possible so your turts gets the rays when they bask. Or, you could get a compact flourescent and clamp it over the basking area next to the heat lamp.
The combo MVBs do give off a lot of heat (not recommended for small tanks) and should be hung vertically in ceramic sockets. You can get bulbs (including the MVBs) much cheaper online.
It sounds like the two lights (and hoods) were trapping the warm air--you the air to be able to circulate some.
