The black light is the Red heat light (Good or Not, really not sure)
The Silver one is the other light for the UVA rays...i know it doesent look the best but i have a basking area as you can tell plz let me no i want to do all i can for these guys...

You need more water! Fill it up as high as you can without the possiblilty of escape. Also, are those pepples at the bottom, cause that should be removed if it is.

like missibsu said, fill it up! also, i think thats too small of a tank for 2 turtles! also, i dont see any heater for the water... are the water temperatures the correct warmth?

You said you have a red heat light and a UVA source but don't mention the UVB light. I don't think you need both the red heat light and the UVA source because all they both do is provide heat. You do need a UVB for them to be able to metabolize the calcium in their diet.

As the others have said, you really need to fill up the tank more, which will mean you'll need to provide a better basking area. What size tank is that.. it looks like a 10 gallon which as mentioned is way too small for 2 turtles. Have you read the basic care section on the main website, it really helps to point out all the things you need :)

i did kind of the similar thing but then my turtle rasco liked to swim so i just filled it up all the way
