They do occur naturally in the wild, in fact just about all creatures, even human beings, have an albino variant that is possible, but the problem is that even without the health problems they may have, they almost never ever live to see adulthood because all the other turtles are camoflauged and then albinos get picked off and eaten by predators within the first day or two of their lives. So that albino was almost assuredly the result of a breeder and is someone's pet.
