Why are my turtles getting on top of each other??? They are only about 1.5 inches.

Is it happening out of the water? If so it is called stack and is used to get closer to the light, I believe. It is normal.

Are they doing it on the basking area? Sometimes they'll stack up and take turns letting each other get closer to the heat source. Have you checked your basking temperature? Maybe you need to make it a little warmer.
